Abstract

The university is closely linked to the rise of scientific research being at the heart of the scientific, social and economic evolution of nations. In Africa and the Arab world, the public authorities are trying as best they can to establish a policy to put in place an ideal framework for the development of all the actors who are in phase with the objectives set by the Ministry of higher education in terms of the sustainable development of human thought. Faced with the major challenges of the twenty-first century, scientific progress is still long overdue and seems to stand on the sidelines of the pedagogical, epistemological and terminological progress that study and research institutions around the world are acclaiming. However, at a time of the institutionalization of thinking activity and the regulation of standards in terms of governance, financing and planning to achieve the results expected by scientific research in Africa and MENA as well as the socio-economic benefits. economic of all the work undertaken; the African university and the Arab university do not meet the demands for scientific production and productivity to a certain extent. Current research thus tends to identify the issue of Arab-African convenience with world scientific bodies by providing elements of a response that can raise and attempt to resolve both the equation of unease in which the universities are bathed. it is here question. This by questioning the organization of Arab or African universities, their funding, the active participation of the private industrial sector in the increase of scientific research and finally the interest that is accorded to researchers in general.
